How many times have you been nearing delineation only to have a benzene concentration of 0.05 µg/g ruin your plans? Well, if your site is located outside the coastal regions of BC then P2 SSSs are your friends! CSR matrix numerical soil standards are based on the infiltration rate in Vancouver which has higher rainfall than many areas of the province. Were you wondering if the leachate test would help with your SSS? This webinar outlines how the BC ENV Groundwater Protection Model and the Leachate Test Method can be used to develop numerical SSS and provide relief from the listed CSR numerical standards without requiring risk assessment.

CSAP / EGBC Review of Professional Practice and New Regulation of Firms
CSAP hosted a Special Webinar on Feb 9th at 10 am on Review of Professional Practice and New Regulation of Firms with special guest speaker Stuart Nash of the Engineers and Geoscientists British Columbian (EGBC) and AP Vijay Kallur. While focussing on EGBC’s role and mandate concerning the oversight of professionals and companies, non EGBC members will likely find overlap with their own professional practices and are encouraged to attend.
Stuart Nash, P.Eng. is the Manager of Professional Practice Development and Outreach with EGBC. Stuart discussed the changes to the regulatory landscape for engineers and geoscientists due to the implementation of the Professional Governance Act. He discussed the changes to a variety of regulatory programs coming as part of the new Act, with a special focus on two programs: The new Regulation of Firms – Permit to Practice Program for firms doing engineering and/or geoscience work, and the new, mandatory Continuing Education Program. He reviewed the requirements for the new programs as well as discussed tools and resources for registrants and firms
Vijay Kallur, P.Eng. (Numerical Standards CSAP) is a member of the EGBC Audit and Practice Review Committee and a member of the CSAP Society Discipline committee. EGBC Audit and Practice Review Committee’s primary function is to administer the audit and practice review programs for individual professionals and registered firms in accordance of the Professional Governance Act and EGBC Bylaws. Vijay provided an overview of the typical issues faced by members in professional practice in order to assist CSAP members in proactively managing the parent association’s requirements.

Petroleum Hydrocarbon PCOC Data Review
On September 10th from 10 am to 11:30 am Erin Robson and Sam Reimer of SLR Consulting (Canada) Ltd presented an overview of the recently released Technical Review Committee (TRC) Report “Petroleum Hydrocarbon PCOC Data Review, Soil and Groundwater” which is now posted here. This webinar will focus on the scope of the review, the approach taken and highlight the key findings and limitations. A general overview of the presentation is included below:

P22 and TG4 Soil Vapour

This webinar was an update to a previous webinar and has been designed to assist AP’s making regulatory submissions which included reviews on: resources for the submitting AP, the required submission documents, and review of the mandatory Transmittal Letter and Annotated Summary of Site Condition. This webinar highlighted some of the common errors/omissions noted from Detailed Screening of Submission conducted by CSAP.

The webinar on March.16 covered the results of an initial review of the Omnibus standards and how they may change the number of exceedances found when compared to actual data. The Omnibus updates included more than 8,500 environmental quality standards that will come into effect November 1. CSAP practitioners and their clients are keenly interested in how commonly analyzed substances will be flagged under the revised standards vs. the current CSR standards. This webinar will assist APs and their teams in evaluating how the Omnibus standards may affect their projects and client sites after October.

The webinar on Nov.10th, 2016 covered the main components of this site assessment tool, integration with detailed risk assessment, a worked example (case study) and a review of frequently asked questions. MoE representatives were in attendance to discuss the use of SLRA and answered questions on emerging issues.

Preparing a CSAP Submission
The webinar on Oct.6th, 2016 covered the basics of a submission including:
- Lessons learned from the Detailed Screenings (DS).
- The elimination of Drinking Water (DW) under P21 and also touched on the pertinent sections of related technical documents TG6, TG8 and Groundwater Investigation in Site Assessment, Technical Guidance for Contamination Sites.
- SoSC when DW is indicated not to apply. The appropriate presentation of data in the SoSC for Submissions for Regulatory Instruments.

The webinar on Sept 29th, 2015 addressed lessons learned from the Detailed Screenings (DSs) conducted to date and changes to the DS process. Members have been made aware that the MOE has indicated that additional responsibilities in the DS process will be devolved to CSAP including the responsibility to determine if DW use exclusions have been adequately addressed in the SoSC. The DS will also be required to ensure that, other than issues requiring MOE discretion, unresolved issues will no longer be forwarded to MOE and will instead be forwarded to the PAC if no resolution of these issues can be reached. This may in some cases involve the opening of the reports by representatives of the PAC. A complete review of the process was provided at this webinar.

The webinar covered the screening flowchart, preliminary administrative screening, detailed administrative screening, the summary of site condition in relation to the detailed administrative screening and lessons learned in the last 3 months.

The CSAP Society conducted the 4th Webinar in our series on Nov 18th, 2014 on the topic of “Preparing a CSAP Submission.”
Participants in the Webinar included Dave Mitchell of Active Earth, Duncan MacDonald of Pottinger Gaherty, Paul Webb of Hemmera and it was hosted by Bob Symington of Gandalf.
The Webinar covered the basics of a submission including:
- What should be in the submissions package
- Correct filling out of the CSS Application Form, Summary of Site Condition, Site Risk Classification and the basics of the instrument templates focusing on Certificates of Compliance and Determinations
- The screening tools used by CSAP when a submission is received and a review of the most common errors.
The topic of this Webinar was suggested by members in our recent survey and was aimed at APs who may not have made a submission yet, or those who would like to update their knowledge base.
The CSAP Society conducted a 3rd Webinar in our series on June 12th, 2014 on the topic of the Site Profile System with respect to the Contaminated Sites Regulation and the Local Government Act. The moderator of the Webinar was Bob Symington, Approved Professional of Gandalf Consulting and the presenters included Vince Hanemayer from MOE, Pat Johnstone from the City of Richmond and Paul Webb, Approved Professional of Hemmera Envirochem Inc.
The Site Profile System is a triggering mechanism for entry into the Contaminated Sites process and one which most AP’s and all municipal development officers (MDOs) will be exposed to. The purpose of the webinar was to review:
1. How Local Government Gets Involved in Contaminated Site Issues
2. Application Documents Associated with Contaminated Sites
3. Municipal Processing of Site Profiles
The Webinar reviewed existing guidance and legislation and will introduce pending changes to the legislation which will be issued as draft documents this summer. The Webinar provided useful information for Municipalities choosing to comment on the draft documents and a refresher for Approved Professionals.

The CSAP Society conducted a 2nd Webinar in our series on January 31st, 2014 on the topic of Technical Guidance 4 (TG4) and the Proposed Trench Worker Attenuation Factors. The moderator of the Webinar was Bob Symington, Approved professional of Gandalf Consulting and the presenters included Peter Kickham of MOE, Dave Williams of Millennium Consulting and Tara Siemens-Kennedy of SNC-Lavalin.
The MOE is proposing to add the Trench Worker Attenuation Factors to TG4. This will have the effect of requiring that Trench Workers be evaluated at the site investigation stage (i.e., in the Stage 2 PSI, DSI), while currently trench workers are only considered in a human health risk assessment. The implications of this include:
• consideration of the investigation methodology to appropriately characterize trench vapour contamination
• the correct application of attenuation factors based on the configuration of potential future trenches or excavations
• inclusion of potential trench scenarios in your Site Conceptual Model
The Webinar included a presentation of the derivation of the trench worker attenuation factors, the incorporation of these factors into TG4, as well as a case study demonstrating the implications of this revision to TG4 to vapour characterization at a former service station.
